Set up default issue templates with appropriate labels

This sets some good defaults for new tickets, particularly the label field. They need to have the squad-dashboard label in order to show up in the appropriate tabs where each team sorts their work into sprints.

For example, here's how we track the current program increment (PI, or quarter) backlog for Pages: https://github.com/orgs/cloud-gov/projects/27/views/3

I made one for this team here: https://github.com/orgs/cloud-gov/projects/27/views/40 but we can edit that view if you like.

If you'd like any other changes to the default Issue/Bug and Story task templates, let's make them now, and then approve and merge this. Then we can do a walkthru for how we use GH to manage our project tasks for the whole team.

If Jeff/Janel want a different template for drafting design tickets, or a scoped view for just design work, we can do that very easily. Labels are free.

@hursey013 Based on this slack convo I converted these templates to yaml so that we could include the Cloud GH project automatically. Hope that helps.
