This addresses some feedback from the initial full State Archival proposal. The major changes are

Reworked XDR
- Specialized BucketEntry types for each BucketList
- Proofs moved to SorobanTransactionData, InvokeOpV2 no longer required
- Binary Fuse Filter definition fixes
Removed Archival BucketLists size counting towards write fees
Added Archival Filter section with detailed spec for Binary Fuse Filters
Reworked pending archival queue in the Merkle tree generation flow
- Added diagrams
Tweaked RPC facing endpoints
