New docs related to iterative/dvc#9693 (comment)
The idea is that it might not be easy for contributers to find the wiki page about the hidden DVC options. This adds a small blurb in the contributing doc (which is linked to any developer that submits a PR), which points them to it and lets them know about the hidden debug CLI arguments.
