This should incorporate #6, as well as #9 from github-actions/run-pkg-tests and this TODO.

Most of the GAPInput code is copied from ValidatePackageInfo. Requires three new variables:

ALL_PACKAGES (boolean, default should be false)
ONLY_NEEDED (boolean, default should be false)
GAP_FLAGS (string, default should be empty string)
