ci(dependencies): update setup python action dependencies and dependabot settings

Description

This PR updates the setup-python custom workflow dependency versions. I also updated the dependabot settings to hopefully address these updates automatically in the future (there's sparse documentation on how this works exactly). I noticed the need to update while investigating #456 under job annotations: https://github.com/cytomining/pycytominer/actions/runs/11115084548 .
