Consider the following code snippet

 var manager = new Services.ProgressManager();
 var sampleProgress = manager.RegisterProgress(null);

 sampleProgress.Report(...);
 sampleProgress.Report(...);

If you report to progresses quickly, the reported order might change.

The suggested solution for this problem is to implement IProgress on our own, using a BlockingCollection.
