Add read-only credentials for physrisk-hazard-indicators bucket

Hi @redmikhail,

As discussed, please can you add read-only credentials for physrisk-hazard-indicators. These can be stored in the sandbox as for other secrets.

This is for physrisk developers - those who need access beyond the APIs. The idea is to have credentials that are safer for all developers to use (i.e. safer in sense of protecting existing data).
