Potential : make benchmark more committee flexible and aware

Benchmark is currently "one committee" show and cannot change and is not aware of managmemt changes.
It is because it was written before any such thing was though and it is also a very "basic" Algo.

Consider eighter making it aware of mgmt directly or through the ConsesusContext.
(also improve signature checking)
