Background color of unity top panel and google chrome tabsbar are different and it doesn't supposed to look like this I guess.

Which numix version? Chromium version? Recent version of chromium using gtk-3. So I am not sure what changed in chromium caused this.

Chrome: Version 65.0.3325.146 (Official Build) (64-bit).
Numix: latest from numix launchpad repo for Ubuntu 16.04.

Hmm...I can't really reproduce on 18.04. I guess it was caused by chromium now using gtk3. But I couldn't find any doc regarding the change.
