Evaluate Rate Limit on Pref Center Updates

We should evaluate whether they're a bit too strict and possibly blocking some (edge case) valid uses. Part of this should include investigating rate limit rates and stats to see if we see any elevated limiting in the wild. We should also consider adding alerts for increased rate limit incidents.
