encodeSpURL_cHashProcessing doesn't exclude FE.cHashExcludedParameters

Not 100% this is how it should work. But IMO
UrlRewritingHook::encodeSpURL_cHashProcessing() should exclude $GLOBALS['TYPO3_CONF_VARS']['FE']['cHashExcludedParameters'] from the parameter check to determine if chash still needs to be added to the url.
