Add CA_ENTERPRISE_ANNUAL to google_compute_project_cloud_armor_tier

Description

The current implementation of compute_project_cloud_armor_tier does not have the capability to enroll a project to CA_ENTERPRISE_ANNUAL

Please add it as Enterprises usually enroll to it and require new projects through project vending to add it.
