Chat effects active for X period of time

What would you like to do?

Chat effects that trigger a long time after they were sent feel irrelevant. EG: If a 🎉 is sent to the room on August 1 but you only read that room on September 1 it's disorienting to have the chat effect take over the screen when you open the room.

Why would you like to do it?

Chat effects are a delighter - sometimes they can be a distraction.

How would you like to achieve it?

Shortening the time that the chat effect is 'triggerable' will help to ensure the feature remains delightful and is less confusing

This has the added benefit of alleviating some of the other issues we're seeing around chat effects when related to older timeline message loading, threads, and pinned messages
