Make cookiecutter templates more package friendly

What is the idea?

Many of those who use the cookiecutter template will want to publish their plugin as a package. We should add the appropriate recipe files and update the pyproject.toml file to use hatchling instead of purely setuptools and setuptools-scm. This would copy what conda and other projects have been doing, and it works fairly well for them.

What should happen?

• Update the pyproject.toml file to use hatchling (see conda for an example)
• Add .git_archival.txt and .gitattributes files (see: https://setuptools-scm.readthedocs.io/en/latest/usage/#git-archives)
• Add a starter recipe/meta.yaml file (see conda for an example)
