Create a section at the end of the Manual where we can post Form links #1654

We need a place easily accessible to users to post useful forms, which would include:

a form to expunge Municipal Court records (records and forms are both unavailable online)
exit instructions for clinics
Information about a related legal procedure (SB 819; not relevant to expungement automation but generally useful for people to know)

This can go in the Manual at the end in an appropriate place. It can look like this:

Forms
[Form link], [form description, e.g. "Municipal Court conviction expungement form"]

Criminal Set Aside MUNICIPAL general copy.pdf

Email [email protected] for more info/to discuss if needed
