Org picker should be positioned on smaller screens, rather than expand inline

Just noticed this during today’s demo: on smaller screens, it looks like the org picker is pushing the content down, rather than positioned over it:

I was originally thinking it’d be a similar layout model across all breakpoints, and be absolutely positioned. (Sorry for not raising this during #530; I totally missed it, mea culpa!)

Can this task be done in one increment?

I believe so! (But marking this as research just in case.)

Ensure this issue has a clear Definition of Done in the Acceptance Criteria list below:
