Add feature to enable sending a warning message for archiving

Because users will need to re-subscribe to a channel that has been restored from an archived state, a warning message before the channel is archived would be helpful. Something like "This channel is inactive and will be archived in the next 30 days. Post a new message to this channel to prevent it from being archived".
