What happened?

In some instances, releases in earlier phases of the lifecycle aren't being retained according to the retention policy.

Reproduction

Set lifecycle retention policy as below;
Default: Last 4 items
Phase 1. Test: Last 8 items
Phase 2. Production: Last 3 items

Note that in test '3 of 3 have been kept'

We have also replicated this with;
Default: Last 3 items
Phase 1. Test: Last 3 items
Phase 2. Production: Last 5 items

In this instance 5 test releases are kept
